Refugees

At the conclusion of the Arab-Israeli War of 1948-49, hundreds of thousands of Palestinians did not return to their homes and property within the new state of Israel. Israelis and Palestinians disagree about who is responsible for the situation, what should be done — even the number of refugees. While both sides have made some progress during negotiations on practical measures to ultimately address the needs of Palestinian refugees, the intense emotional and narrative aspects of the issue make it difficult to resolve.
