Facts on the Ground

Israel insists that negotiations over municipal Jerusalem take into account changing “facts on the ground” — new Jewish housing development in predominantly Palestinian East Jerusalem. Since 1967, Israeli housing policy has enabled the Jewish population in East Jerusalem to grow from a few hundred to roughly 215,000, alongside a Palestinian population of 327,000. Palestinians and much of the international community consider these Jewish neighborhoods to be no different than West Bank settlements. But Israelis strongly disagree, arguing that Israel should be able to build in its own capital without restrictions.
